Karnataka Plans KPI-Based Appraisal System for Govt Employees, Shift from Seniority Model

Bengaluru, April 2026: The Karnataka government is planning a major reform in its administrative framework by introducing a Key Performance Indicator (KPI)-based appraisal system for government employees, moving away from the traditional seniority-based evaluation model.


Shift Towards Corporate-Style Evaluation

Under the proposed system, employee performance will be assessed using measurable KPIs, similar to corporate appraisal practices. The move aims to ensure that promotions and evaluations are based on individual performance and outcomes rather than tenure alone.


Focus on Accountability and Efficiency

Officials believe the new model will:

  • Improve accountability in government departments
  • Encourage result-oriented work culture
  • Enhance overall efficiency in public service delivery

The reform is part of a broader effort to modernise governance and align it with performance-driven systems used in the private sector.


Moving Beyond Seniority-Based System

Currently, government appraisals largely depend on length of service and seniority, which critics argue does not always reflect actual performance.

The proposed KPI-based system will introduce:

  • Regular evaluations
  • Greater transparency in promotions and rewards

Part of Wider Administrative Reforms

The initiative complements other recent reforms in Karnataka, including the introduction of AI-based attendance systems and digital governance tools, aimed at improving efficiency and monitoring.
